Getting around Universal Orlando’s growing resort is about to look very different.
Universal’s special district is actively in negotiations with The Boring Company to build a transit system that connects the various properties of the resort together. There are real proposals, real permit filings, and real land being cleared that appears to connect directly to where this system would run.
Here’s what the documents and proposals tell us about what a Universal Orlando transit system could look like.

The Organization Behind the Project
Universal’s special district — the Shingle Creek Transit and Utility Community Development District — is working on a new transit system. They are currently in negotiations with The Boring Company to create a system that connects the various sites of the resort together via tunnels and other means. This is a formal, ongoing process — an active negotiation, not a concept pitch.


What a Rejected Proposal Tells Us About the Route
We don’t have The Boring Company’s specific plan yet, but another company’s rejected proposal gives us a clear window into what the district is looking for.
A proposal submitted by Sunshine Partners would have had the transit system run along Universal Boulevard. It would have passed right through the large West Parcel plot on its way between the southern resort areas — like Epic Universe and surrounding hotels — and the northern resort areas including CityWalk and the older parks.
That alignment is significant. The West Parcel currently being cleared sits exactly where a midpoint transit hub would need to go if you’re connecting Epic Universe to Universal Studios Florida.
Why the West Parcel May Be the Key Piece
With its location along Universal Boulevard, situated roughly between Epic Universe and Endless Summer Resort, the West Parcel is prime real estate for a midway transit hub. The parcel is large enough to accommodate a hub alongside other development — hotels, entertainment, or a future park — rather than consuming the entire property just for transit.
Land clearing on the West Parcel started in early 2026, the same period when The Boring Company negotiations became publicly known. Universal rarely moves dirt without a plan already in place.
What This System Would Actually Solve
Universal Orlando Resort is spread out. Epic Universe opened in 2025 well south of the original resort complex. Getting between the two areas right now means a car, a rideshare, or a lengthy bus ride.
A Boring Company-style tunnel transit loop would let guests park once, stay anywhere in the resort, and move freely between all parks without a car. For a resort trying to compete with Walt Disney World’s internal transportation system, this kind of connectivity isn’t a luxury — it’s table stakes.
The negotiations are ongoing and no final agreement has been announced. But with land being cleared, proposals already submitted, and a dedicated special district managing the process, this project has real momentum behind it.
