On March 23, 2026, a new filing for Project 680 appeared in the Orange County permit system. It described mass grading, utility reroutes, and listed the work as being done for “early work purposes of a future attraction.” Within hours, Universal changed the description to plain “site work.” Then they pulled the permit entirely.

That kind of move doesn’t happen over routine maintenance. It happens when something gets published before anyone was ready for it. And what may have slipped out is one of the most exciting Epic Universe rumors yet: a Zelda land could be coming.

What the Permit Actually Said

This was the first time those words appeared in a new Epic Universe permit since the park opened.

Once fans and journalists spotted it, Universal acted quickly. They changed the description first, then deleted the permit altogether. If you try to search for it now, nothing comes up. Universal doesn’t scrub public filings for fun. Something real is being planned.

Why Project 680 Is Such an Unusual Number

All project numbers within Epic Universe have begun with the number nine — 901 for Celestial Park, 902 for Dark Universe, 903 for How to Train Your Dragon, 904 for Super Nintendo World, and 905 for Wizarding World. Even newer projects have kept with nine, like the events space as Project 915.

Project 680 breaks that pattern completely. The fireworks launchpad previously broke tradition with a project number of 247, so special projects can start with other numbers. But 680 specifically? That’s where things get interesting.

The Zelda Connection: Project 675

When Zelda concepts were pitched to replace the Lost Continent area years ago, the artists included a project number — Project 675. None of those early concepts were greenlit, and Project 675 was never utilized as an active project number.

Project 680 is just five numbers away from that old pitch. The closeness of 675 and 680 — combined with the permit being deleted the moment fans noticed it mentioned a future attraction — is hard to dismiss. Perhaps Project 680 relates to a new variation of a Zelda project. Nothing is confirmed, but the breadcrumbs are there.

Where Would a Zelda Land Go Inside Epic Universe?

Two areas inside the park are currently prime candidates. There is an expansion plot next to Super Nintendo World that holds temporary structures. There is also a separate expansion plot for Dark Universe, located directly behind that area, which holds modular offices. Both areas would need temporary structures relocated before work could begin.

A Zelda land next to Super Nintendo World makes thematic sense — Nintendo already has a strong foothold there, and adding a Zelda-themed expansion would deepen that IP cluster significantly.

What This Means Right Now

The permit described early groundwork, not active construction. This could simply be the first steps to prepare land, and actual construction could still be a ways off. But the fact that Universal scrambled to remove the word “future attraction” tells you they weren’t ready for this conversation yet.
