The South Florida Water Management District issued Individual Environmental Resource Permit No. 48-117108-P on August 7, 2026 to Walt Disney Parks and Resorts U.S., Inc.

The project covers parking lot infrastructure and driveway modifications that connect to the World Drive North Phase 3 project currently underway nearby.

The permit expires August 7, 2031, giving Disney a five-year window to complete the authorized work.

The Two Project Areas

As reported when the plans were first filed, the work involves two areas:

  • A 3.40-acre zone covering the Grand Floridian DVC and Wedding Pavilion parking areas
  • A 0.20-acre connection zone near the Island Tower DVC building

The plans show a reconfiguration of existing parking to create more spaces, forming a continuous parking area between the Grand Floridian DVC building and the new Polynesian Island Tower.

A new connector — which appears to be a covered walkway — links the DVC building to the parking loop in front of the Wedding Pavilion.

The Covered Walkway Is the Guest-Facing Detail

Most of this permit is drainage engineering. The walkway is the part that changes anyone’s day.

Walking from a parking area to a DVC building in Central Florida means either full sun or an afternoon thunderstorm, with no middle ground for much of the year. A covered connection between the Grand Floridian DVC building and the Wedding Pavilion parking loop is a genuine quality-of-life improvement for members and wedding guests.

It also signals that Disney expects this parking area to carry real foot traffic — you don’t build covered walkways for overflow lots.

The Engineering Data

The permit includes site data that clarifies the project’s scope:

  • Total site area: 3.60 acres
  • Impervious surface (parking, drives): 3.01 acres — 83.6% of total
  • Pervious surface: 0.59 acres — 16.4% of total

Stormwater from the site will be treated through a wet detention system before discharge to the Central Florida Tourism Oversight District master stormwater system.

What 83.6% Impervious Actually Means

That number is why this permit exists at all.

Impervious surface is anything water can’t soak through — asphalt, concrete, buildings. When you convert land to parking, rainfall that used to absorb into the ground instead runs off, fast, carrying whatever was on the pavement with it.

At 83.6% impervious across 3.6 acres, this site generates substantial runoff. The wet detention system is the required mitigation: a retention pond that holds runoff, lets solids settle, and allows biological treatment before water discharges downstream.

Florida requires this for good reason. Untreated parking lot runoff carries oil, metals, and nutrients directly into a water table that supplies drinking water and feeds sensitive wetland systems.

The permit approval means the engineering satisfies those requirements. It’s genuinely the substantive hurdle for a project like this, not a rubber stamp.

Why Disney Needs More Parking Here

Context worth understanding: the Grand Floridian area has absorbed significant new capacity in recent years.

Island Tower at Disney’s Polynesian Villas & Bungalows opened as a new DVC building adjacent to this area. The Villas at Disney’s Grand Floridian Resort & Spa continue to operate. The Wedding Pavilion hosts events with their own parking demand.

Add the World Drive North Phase 3 roadwork this project connects to, and you have a corner of the resort seeing meaningful infrastructure investment.

Creating a continuous parking area between the Grand Floridian DVC building and Polynesian Island Tower is a rationalization of what has been a piecemeal arrangement.

What Happens Next

The permit clears an environmental hurdle. It does not announce a construction start date.

What to watch:

  • Construction permits filed with Orange County, which typically follow environmental approval
  • Notices of Commencement naming contractors
  • Refurbishment notices if parking areas close during work
  • Guest-facing communication about temporary parking arrangements
