Something is finally happening on that empty patch of dirt behind Darkmoor. The Dark Universe expansion at Epic Universe has moved from paper to actual ground work, with trees cleared and survey markers now planted in the plot sitting directly behind the land. If you have been waiting for a sign that Universal is serious about adding a second attraction to Dark Universe, this is it.

Orange County permits tie the site to a project Universal has been calling Project 680, and the newest filings describe a three-story building with a ride maintenance bay on the ground floor. That is not a restaurant. That is not a shop. That is a ride.

Here is everything the permits actually confirm, what the aerials show, and why almost every Universal fan is convinced the Gill-Man is coming to Darkmoor.

Where the Dark Universe Expansion Site Sits

The plot is easy to place if you have walked the land. It sits behind Dark Universe, between Monsters Unchained: The Frankenstein Experiment and The Burning Blade Tavern. Stand at the snack stand just to the left of Monsters Unchained and look past the berm — that is your view of the work zone.

A berm currently separates the Monsters Unchained extended queue from the expansion plot. Aerial photos taken August 16 show a row of trees that used to sit on top of that berm is now gone, with fresh dirt patches where they stood. That is the first visible physical change to the site.

Workers spotted surveying the area were wearing Whiting-Turner vests, which lines up with the public documents listing that company as the general contractor for the project.

What the Permits Say About Project 680

This is where it gets interesting. Universal first pulled permits earlier this year for what the county paperwork described as “early work purposes of a future attraction known as Project 680.” Vague, but clear enough.

The newer filings are far more specific:

  • The building is labeled Building 1570
  • It is a three story structure
  • The first floor includes a ride maintenance bay
  • Total footprint is 93,308 square feet
  • 71,500 square feet is listed as tenant usable space

A ride maintenance bay is the detail that matters most. Show buildings with maintenance bays are built for ride vehicles that need somewhere to go for service. Coasters, trackless vehicles, and boats all need one. A walkthrough experience or a theater does not.

Earlier Epic Universe site plans had already flagged this area as “Expansion Phase 2” at 3.34 acres, so Universal planned for growth here from the beginning. The permits are just Universal cashing in a spot it reserved years ago.

What Still Has to Move First

The site is not empty. A large temporary mobile office structure — a series of connected trailers — currently sits in the expansion area and will almost certainly need to be relocated before vertical construction starts. Watch for those trailers to disappear. That is your real signal that dirt work is about to get serious.

There is also a small piece of Universal history parked in the grass here. The three former Monsters Cafe statues — Frankenstein’s Monster, The Wolfman, and the Creature from the Black Lagoon — have been staged on this plot for a while, ever since they were pushed out of Universal Studios Florida when Minion Cafe took over their old home. Word is they are headed for a nearby Team Member grill location, but for now they are still sitting outside next to the survey markers.

Why Everyone Thinks It Is Creature from the Black Lagoon

Rumors about the ride type have run the full range, from a boat ride to a roller coaster. The one point nearly everyone agrees on is that it will be an indoor attraction, and a three-story show building with that much enclosed square footage backs that up.

The theme is where fans have gotten specific. Most believe this ride will star the Gill-Man from Creature from the Black Lagoon — the one classic Universal Monster who did not get a starring role when Dark Universe opened.

There is a breadcrumb inside the land already. In the queue for Monsters Unchained, an in-theme newspaper prop runs a story about unusual footprints found leading into the marshlands on the edge of Darkmoor. Universal does not usually spend money on set dressing that points nowhere. Official merchandise featuring Gill-Man and The Bride has also been showing up, which fans have read as another nudge.

To be clear: Universal has not announced anything. No ride system, no theme, no opening year. Everything past the permit language is still a rumor, and permits describe buildings, not stories.

What to Watch Next

  2. The statues relocating to their new home
