A listing on a contractor’s project management site spelled out the initials. Days later, those initials were scrubbed. A day after that, the whole page disappeared.
That sequence is suggestive. It is not proof, and anyone telling you it settles the question is overselling it.
Universal’s UK park is already under construction and set to open in 2031. Harry Potter was never part of the official picture. Here is what the listing actually said, why it matters, why it vanished, and the one detail that cuts against the whole theory.

Break that down and it gets interesting. The project number 1307 is likely PCL’s own, since Universal’s internal project numbers run only three digits. UUKR lines up with Universal United Kingdom Resort. WWoHP is the standard abbreviation for The Wizarding World of Harry Potter in official documents.
Two initialisms sitting next to each other in a contractor’s own file is not the kind of thing fans usually invent.
Why PCL Matters to the Harry Potter Universal UK Park Case
This is the detail that elevates the listing above ordinary rumor.
PCL Construction has worked on every Harry Potter project for the Orlando theme parks. Hogsmeade at Islands of Adventure. Ministry of Magic at Epic Universe. If a company were going to have a Wizarding World file open for a UK site, PCL is exactly the company.
A random contractor with those initials would be noise. This particular contractor with those initials is a pattern.
Why Potter Was Supposed to Be Off the Table
Harry Potter was missing from early reports about the UK park, and he does not appear in the officially released concept art.
The likely reason is geography. The Warner Bros. Studio Tour sits about 30 minutes from where the new park is being built. Rights holders may not have wanted a competing Wizarding World attraction that close to an existing one.

What the Park Might Actually Get
Early expectations said the UK park would limit cloned attractions from Universal Orlando. That looks less likely now.
Current speculation points to Harry Potter and the Forbidden Journey along with the Hogsmeade land, plus a cloned Minion Mayhem, probably in the larger dome format Universal uses for Minions rides at its Asia parks.
There is a practical logic to cloning. It saves planning time, which lets crews start building this area sooner. A brand new land designed from scratch would add months or years of design work, and major construction is set to begin now.
That also explains something else. Early rumors mentioned a possible Lord of the Rings land for this park. By all accounts those rights negotiations may have fallen through, or Universal simply chose a Potter-shaped direction instead.
Then the Page Disappeared
Here is where it gets murky.
While the story was being prepared, the original listing was stripped of any mention of the UK Resort and Harry Potter initials. A day later, the page was pulled from public view entirely.
The likely trigger is attention. The listing was being shared across social media and fan forums, which is usually enough to get a public project page locked down.
Many fans read the removal as an admission that the interpretation was correct. That is one reading. The other is equally valid: a company might pull a page specifically to stop misinformation from spreading, whether or not the underlying reading was right.
A deleted page is not evidence. It is the absence of evidence, and people tend to fill that absence with whatever they already believed.
The Detail That Cuts Against It
An updated official list of contractors working on the new theme park was released, and PCL Construction is not on it.
That is a real problem for the theory, and it deserves more attention than it has gotten.
There is a reasonable explanation. The project is trying to use as many local construction firms as possible, so PCL could be on site in an advisory or managerial role without appearing on a list of contracted builders. Their Orlando Wizarding World experience would make them valuable in exactly that capacity.
But “there is an explanation that fits” is not the same as “the explanation is true.” Right now the strongest piece of evidence comes from a company that does not officially appear on the project.
Final Thoughts
The Harry Potter Universal UK park evidence is the best we have had, and it still falls short of confirmation. A contractor with a perfect Wizarding World track record had a file named for the UK resort and Harry Potter. That file got scrubbed, then deleted.
