Universal UK Planning Permission Officially Approved

The proposed Universal theme park and resort in Bedford has reached a major milestone, with planning permission now granted by the UK government.

Universal Destinations & Experiences confirmed that the Ministry of Housing, Communities and Local Government (MHCLG) approved the project through a Special Development Order. This decision formally allows the project to move forward, subject to a statutory parliamentary review period.

Universal described the approval as an important step in the development process for what will become its first theme park and resort in both the UK and Europe.

While there are still procedural steps ahead, this is the clearest signal yet that the project is transitioning from planning to execution.

What This Approval Unlocks for Universal Studios UK

With Universal UK planning permission granted, Bedford is now positioned to become home to one of the largest entertainment developments in the country.

Universal projects the resort will deliver:

• Around £50 billion in direct and indirect economic benefit
• Approximately 20,000 construction jobs during the build phase
• About 8,000 permanent jobs once operational
• Roughly 80% of roles filled by local workers

Those numbers underline just how large this project is, not just for Universal, but for the wider UK tourism and employment landscape.

Transportation and Infrastructure Improvements

A key part of the approval includes major transportation upgrades designed to support the resort and the surrounding area.

Planned improvements include:

• Expansion of Wixams railway station
• New direct slip roads from the A421
• Improved access to the site for both visitors and local residents

These upgrades are essential for a project of this size and will play a major role in how smoothly guests can access the resort once it opens.

Universal’s Response to the Decision

In a letter dated December 16, 2025, Page Thompson, President of New Ventures for Universal Destinations & Experiences, thanked national and local stakeholders for their support and involvement throughout the planning process.

Universal emphasized the level of engagement received from Bedford and nearby communities and noted that, while additional steps remain, the approval represents meaningful progress toward delivering the resort.

The company also shared that more detailed updates are expected in the coming months, including information about job opportunities and how local businesses and suppliers can get involved as the project advances.

Construction is still projected to begin in 2026, pending completion of the remaining approvals.

My Thoughts

This is a very big first step for Universal bringing a new theme park to the UK.

Any project that requires government approval always carries uncertainty, no matter how solid it may seem on paper. Getting Universal UK planning permission granted clears one of the largest hurdles and puts real momentum behind the project.

Based on the current timeline, I would not be surprised to see construction begin in the spring or early summer, assuming the remaining approvals move smoothly. One of the most important elements will be the railway station. Unlike in the United States, rail travel plays a huge role for both locals and visitors across the region.

For this park to succeed, the station needs to handle heavy guest volumes while still serving the surrounding community. Beyond that, additional infrastructure work will likely be needed to create efficient walkways from the station to the park entrance without creating major traffic issues.

If Universal gets that balance right, this resort has the potential to be a game-changer for theme park fans across Europe.

With planning permission now secured, Universal Studios UK feels more real than ever. There’s still work ahead, but this milestone puts the project firmly on track and sets the stage for what could become one of Universal’s most important global destinations.
